Focused on Students, Prepared for the Future: District Addresses Enrollment and Budget Challenges
Citrus County Schools is proud to offer students and families a high‑quality educational experience that prepares every child for success. At the same time, districts across Florida including Citrus County are experiencing a decline in student enrollment. Public school funding is directly tied to the number of students attending district schools.
Even as we await the final state budget allocation for the 2026–2027 school year, district leaders are already implementing proactive, strategic measures to ensure Citrus schools remain financially strong while continuing to provide exceptional support for students, teachers, and schools. Our approach is deliberate, student‑centered, and grounded in responsible long‑term planning.
Over the past three years, Citrus County Schools has seen enrollment decrease by approximately 1,200 students. While this decline began gradually, more recently we have seen school choice options expand alongside broader statewide trends such as declining birth rates and shifting demographics.
"We have a responsibility to plan ahead and be prepared for the realities we're facing," said Superintendent Dr. Scott Hebert. “We're making thoughtful decisions now to position our district for long-term success."
To address these shifts, the district continues to focus on finding efficiencies through strategic organizational adjustments. Through this careful, student‑centered approach, Citrus County Schools has reduced approximately 80 positions including district level administrators, support staff, and instructional staff, all through attrition and restructuring while keeping classroom resources as the primary focus.
Key strategies include:

  • Protecting classroom instruction - Prioritizing direct services to students whenever possible.
  • Aligning resources to priorities - Ensuring spending supports district goals and student outcomes.
  • Attrition-based reductions - Reducing costs without layoffs and streamlining operations where appropriate.
  • Evaluating vacancies - Reviewing each open position before determining whether it needs to be filled.
"Our goal is focused," Hebert said. "We want as many resources as possible to directly support students and classrooms."
District leaders emphasized that these adjustments are part of strategic planning in a changing educational landscape.
“We’re committed to being responsible stewards of taxpayer dollars while ensuring every student has access to the high‑quality opportunities that they deserve” said Deputy Superintendent Laura Lindeman. "That means refining our structures, protecting classroom resources, and positioning the district for long‑term success."
Even as enrollment shifts statewide, our schools remain committed to providing exceptional pathways for every child. Families can be confident that students in Citrus County have access to a rich and expanding set of opportunities designed to meet their interests, ignite their passions, and prepare them for life after graduation. Through expanded dual enrollment, students gain earlier access to college coursework. Our robust CTE pathways at both middle and high school connect learners to high‑demand careers and real‑world skills, offering 128 CTE courses and 77 industry certifications.
We are proud to offer strong, highly regarded programs including our prestigious IB Program, Academy of Health Careers, Computer Science Academy, Art Academy, Construction Program, Welding Program, AP Capstone, award‑winning fine arts programs, multi-sport athletic opportunities and so much more. Our elementary STEAM magnet program fosters creativity, innovation, and problem‑solving from the earliest grades. And we continue to explore new programs and pathways at all levels to ensure every student can excel.
